This development is sited in the Marpole Area, an upcoming neighbourhood on the meeting point of Vancouver and Richmond. The location of the building and its program is geared to create a social hub for the neighbourhood.

The centerpiece of this mixed-use building is the Taiwanese Cultural Center that is currently located on this site and looking an expansion. Around the multi-functional center itself, which includes a performance theater and a multi-purpose hall, the uses include retail areas on the lower level and residential apartments above.

The design concept of the building is drawn from these various use and expresses them to the outside. The historical industrial character of the area is another source of the inspiration of the design.
